Municipality of Kisela Voda, one of the urban Municipalities in Skopje, capital city of North Macedonia announced an International Open Competition for Urban and Architectural design for an urban quarter.

Summary: After the catastrophic earthquake in Skopje in 1963, in 1965, the United Nations announced an international competition for the urbanization and reconstruction of Skopje, in which the first prize was awarded to the Japanese architect Kenzo Tange together with the Yugoslavian team of architects Radovan Misevikj and Fedor Wenzler from Zagreb. Tange’s idea for a structural reorganization of the city was through elements called the City Wall and City Gate, modeled by the Japanese capital, Tokyo. It was Tange’s spirit, Tange’s ideas, Tange’s vision for Skopje as a bridge between humanity and the future, a fusion of traditional and modern architecture that is still present, alive and serves as an inspiration for this international competition.


The Municipality of Kisela Voda is among the oldest Municipalities in the City of Skopje, and the City Quarter Ј14 covers the locality Rasadnik which is the last green oasis in the Municipality. The name of the place Rasadnik originates from the distant 1927 when the first Nursery of the Agro-Botanical Department was formed on this place. Until the first decade of the 21st century, this place remained a Nursery for orchards and a laboratory for agrochemical testing of the Agricultural Institute of Macedonia.


In the first decade of this century, 56% of the land in the process of denationalization returned to the former owners and then Agricultural Institute ceased to perform its activities in this area. The Municipality of Kisela Voda in the period from 2016 until 2021 has made three attempts for urbanization of the area.


Thanks to the Civil initiative “Rasadnik of opportunities”, all citizens and public experts in Kisela Voda as well, all three attempts for Urban Plan of Rasadnik and its destruction, were unsuccessful. Civil Initiative “Nursery of opportunities” on 17/01/2020 officially made an initiative for implementation of the International Competition for “Rasadnik “which is accepted by the Municipality of Kisela Voda in December 2021. Implementation of the International Competition, besides being a continuation of a forgotten tradition, it is in line with the international standards and new commitments of the Municipality of Kisela Voda to promote urban planning and accountability in the public interest, in terms of the environment, by finding the best solution for the owners but also for other residents and users of the space.

The basic starting premise for designing conceptual urban architectural solution of the locality, Rasadnik, City quarter J 14, Municipality of Kisela Voda – Skopje, is defining the new quality urban space, which should in future be a new local center of the Municipality of Kisela Voda which will meet the needs of the residents of the municipality for public functions: education, health, social institutions, culture, sports and recreation, a new park area and urban greenery. This locality offers extraordinary conditions, and its planning and shaping should include content that will bring distinctive quality of the locality itself and its future users, but also on the surrounding residents of the Municipality of Kisela Voda, but also the entire City of Skopje.

The location has added value, the existing Rasadnik in terms of keeping the memory of the citizens of Skopje recognized as having lush vegetation and diverse trees. This quality can and should be a starting point for providing new urban green spaces.The locality may offer a significant urban place, recognizable throughout Macedonia. It is deeply engraved in the memory of local residents and beyond. For years it is waited for this area to be urbanized, to get a new character and enrich the Municipality of Kisela Voda, and the entire city with new content and attractive public spaces.
International competition should bring new ideas for better quality, sustainable urban – architectural arrangement of this space, which will provide a humane, healthy living and environmental protection.

Conceptual urban – architectural solution for the city quarter J14 will be selected through an international competition, that was publicly announced on 12.07.2022 through the Public Procurement Bureau.
